I grew up outside Hull, Illinois, on a farm.
Long before I owned an IT company, I learned lessons that still shape how I look at technology, operations, and responsibility.
On a farm, equipment is not a luxury. It is what keeps the whole operation moving.
If the tractor will not start, the work does not get done. If the combine goes down during harvest, you are losing time, money, and daylight. You learn fast that waiting for something to fail is a bad plan.
Technology works the same way for municipalities and public agencies.
One of the biggest mistakes I see organizations make is treating technology like a light switch. If the computers turn on, Microsoft 365 opens, and the internet works, everything must be fine.
That sounds reasonable until it is not.
Most technology problems do not show up all at once. They build slowly. A slow workstation at city hall. A backup error in a public works office. A firewall that has not been updated. A server that is still running, but is well past the point where it should have been replaced.
Then one day, the small issues become a big problem.
For a local government, that problem is not just inconvenient. It can affect public services, citizen data, emergency communications, utility billing, permits, parks operations, library systems, public meetings, and the trust residents place in your organization.
On the farm, we did not wait until a machine was completely broken before paying attention to it. We changed fluids. We checked batteries. We replaced worn belts. We listened for strange sounds. We fixed little things before they turned into expensive repairs.
Preventive maintenance was not exciting.
But it saved time, money, and a lot of frustration.
Municipal technology needs that same mindset.
A server may still be running, but if it is years beyond its expected life, it is a risk. A firewall may still be plugged in, but if it no longer gets security updates, it is a weakness. Backups may look like they are working, but if nobody has tested them, you do not really know if they will restore police records, finance files, utility data, or shared department documents when it matters.
That is where many public agencies get caught.
They assume things are fine because nothing has failed yet.
But hope is not a technology strategy.
That is especially true across the Greater St. Louis region, where cities, villages, townships, libraries, parks departments, utility districts, and economic development organizations are being asked to do more with limited staff and taxpayer resources.
Whether you are in Chesterfield, St. Charles, O'Fallon, Clayton, Maryland Heights, Edwardsville, Collinsville, Belleville, or anywhere across the Metro East, the challenge is similar. Residents expect services to work. Staff need reliable tools. Boards and councils expect responsible spending. Cybersecurity risks keep getting more serious.
Another thing I learned growing up on a farm is that everything is connected. One bad part can slow down the whole operation.
The same is true in public sector technology.
Your workstations rely on your network. Your network relies on your internet. Your staff relies on Microsoft 365, email, shared files, permitting systems, financial software, phone systems, printers, security cameras, and secure access to public records.
When one part breaks, the impact can spread fast.
A bad switch can stop a department. A weak Wi-Fi setup can slow down an entire facility. A failed backup can turn a bad day into a serious continuity problem. A compromised email account can create risk for residents, vendors, elected officials, and employees.
That is why planning matters.
Most good farmers do not start the day with no plan. They know what needs done, what equipment will be used, what maintenance is coming due, and what weather might change the schedule.
Municipal leaders should look at technology the same way.
The public agencies with the fewest disruptions are usually not lucky. They are prepared.
They have a plan for upgrades. They know when hardware is getting old. They review security before something bad happens. They test backups. They train employees. They manage Microsoft 365 properly. They fix small issues before those issues become emergencies.

A better approach is simple.
Know what you have. Know what condition it is in. Know what risks exist. Know what should be replaced, secured, or improved before it causes downtime.
That does not mean every city, district, or department needs to buy every new piece of technology that comes out. Most public agencies do not need more noise. They need practical guidance.
They need someone who can look at the full picture and say, this is fine, this needs attention, and this could hurt your operations, your budget, or your residents if we ignore it.
Good technology planning also helps protect public trust.
When systems go down, residents usually do not care whether the problem was an old server, a missed patch, a bad backup, or a Microsoft 365 configuration issue. They care that they cannot pay a bill, submit a permit, access a public record, use a library service, or get a timely response from their local government.
That is why technology is not just an IT issue. It is an operations issue. It is a service issue. It is a stewardship issue.
After more than twenty years in technology, I still believe the fundamentals have not changed much.
Whether you are maintaining farm equipment or managing technology for a municipality, public agency, utility district, library, parks department, or economic development organization, the principle is the same.
Take care of the things that take care of you.
Your technology should help your organization serve the public. It should not slow your staff down, create unnecessary cybersecurity risk, or leave leadership wondering what might fail next.
A little planning today can prevent a lot of headaches tomorrow.
That is a lesson I learned on a farm outside Hull, Illinois, and it is still one of the best technology lessons I know.
