I grew up outside Hull, Illinois, on a farm.
Long before I started working in technology, I learned lessons there that still guide how I think about IT for public agencies, local governments, utilities, schools, libraries, and community organizations today.
On a farm, equipment is not a luxury. It is what keeps the work moving. If the tractor does not start, the job does not get done. If the combine breaks during harvest, you lose time, money, and momentum at the worst possible moment.
You learn fast that waiting for something to fail is not a great plan.
Technology works the same way.
One of the biggest mistakes I see is treating public-sector technology like a light switch. If the computers turn on, Microsoft 365 opens, the internet works, and the printer spits out permits or reports, everything must be fine.
But most technology problems do not show up all at once.
They build slowly.
A server runs longer than it should. A firewall gets older and stops receiving updates. A backup system says it completed, but nobody has tested a restore in months. A workstation in public works starts acting strange, but the team works around it because there are service requests, inspections, work orders, and citizen calls to handle.
Then one day, something fails.
Now a city office cannot process payments. A water district cannot access billing records. A library cannot check materials in or out. A parks department cannot get to scheduling files. A school district has staff unable to reach shared documents. A public safety or emergency services team may be slowed down at the exact wrong time.
The issue that could have been handled with planning becomes an emergency.
On the farm, we did not wait for equipment to completely break before checking it. We changed fluids. We replaced worn belts. We checked batteries. We fixed small things before they turned into major repairs.
Preventative maintenance was not exciting.
But it saved time, money, and stress.
Public technology needs that same mindset.
A server can still be running and still be a risk. If it is years past its expected life, it is no longer something to be proud of. It is something to plan around.
A firewall can still be plugged in and still be unsafe. If it no longer receives security updates, it can leave the door open for problems you do not want, especially when you are responsible for citizen data, personnel records, financial systems, utility billing, GIS data, and other sensitive information.
Backups can look fine on a dashboard and still fail when you need them. Until a restore has been tested, you do not really know if your records can come back.
That matters for every public organization in Columbia, Boone County, and across Mid-Missouri. City governments, county offices, public libraries, parks and recreation departments, public works teams, school districts, utility districts, emergency services, and economic development organizations all depend on technology to keep services moving.
Columbia sits at the center of a region built around government, education, healthcare, business growth, research, and public service. With Mizzou, state and regional institutions, and nearby communities like Ashland, Hallsville, Centralia, Rocheport, Harrisburg, Fulton, Boonville, Mexico, Moberly, Jefferson City, and California all part of the broader Mid-Missouri ecosystem, reliable technology is not just an internal issue. It affects residents, employees, visitors, and community partners.
That is why maintenance matters.
Another lesson from the farm was that everything depended on something else.
If one part failed, it could slow down the whole operation. A small issue at the wrong time could affect the entire day, or the entire season.
Government technology is no different.
Your staff computers depend on your network. Your network depends on your internet connection. Your Microsoft 365 environment depends on proper account security and configuration. Your records management, GIS tools, public meeting files, phones, printers, shared drives, permitting systems, financial software, and secure remote access all depend on other pieces working the way they should.
When one piece stops working, public service can slow down fast.
A public works crew may not be able to pull up infrastructure plans. A clerk may not be able to access meeting packets. A finance team may be delayed on payroll or vendor payments. A utility office may struggle to respond to customer questions. A school or library may lose access to systems the public counts on every day.
That is why planning matters.
The most successful farmers I knew did not wake up each morning and hope things worked out. They planned ahead. They knew what equipment was needed. They knew what maintenance was coming due. They watched the weather. They prepared for what was around the corner.
Public agencies should treat technology the same way.
The organizations with fewer disruptions are usually not lucky. They are prepared.
They budget for upgrades before equipment becomes a problem. They review cybersecurity before something bad happens. They test backups before a disaster. They replace aging hardware before it stops service. They document systems before key employees retire or move on. They plan technology around grant funding, capital improvement schedules, compliance requirements, and responsible use of taxpayer resources.
That does not mean every municipality, district, or department needs to buy every new tool that comes out.
It means you need a practical plan.
Good technology planning for government should answer simple questions without burying people in jargon. What do we have. What is old. What is unsupported. What data needs the most protection. What would happen if this system went down. What needs to be fixed now, and what can be scheduled into next year’s budget.
That kind of planning helps elected officials, administrators, department heads, and boards make better decisions. It also helps protect public trust.
Residents do not usually think about the technology behind public services until something does not work. They just expect services to be available, records to be protected, payments to process, meetings to be accessible, and information to be accurate.
That expectation is fair.
Public agencies are trusted with sensitive information and essential services. That includes citizen records, employee files, building permits, police and fire information, water and sewer data, tax and billing details, maps, plans, grant documentation, and board materials. Losing access to that information, even temporarily, can create real operational and public confidence problems.
Cybersecurity is part of that conversation too.
Many government and public-sector organizations are facing more cybersecurity requirements from insurance carriers, state and federal programs, grant funders, and regulatory expectations. Multi-factor authentication, endpoint protection, email security, backup retention, incident response planning, and user training are no longer extras. They are becoming basic expectations for protecting public systems.
Microsoft 365 is a good example. A lot of public organizations use it for email, files, collaboration, and meetings. But Microsoft 365 still needs to be secured, monitored, backed up where appropriate, and managed with clear policies. A misplaced setting, weak password practice, or compromised account can create problems across an entire organization.

Take care of the things that take care of you.
